How to become a police officer in Iowa
- Certification
- Iowa law enforcement officer certification (certified Iowa peace officer), awarded by the ILEA Council
- Minimum age
- 18 at time of appointment (501 IAC 2.1(2)); Iowa Code 80B.11(1)(a) also sets 18 as minimum age for entering an approved academy.
- Education
- High school diploma or GED (501 IAC 2.1(8)). The shorter Level II academy requires a completed 2- or 4-year police science/criminal justice program (Iowa Code 80B.11D(3); 501 IAC 3.4).
- Citizenship
- U.S. citizen, and an Iowa resident or intending to become one on employment. The residency part is waived where a city or county ordinance allows employees to live in another state (501 IAC 2.1(1)).
- Driver's license
- Valid Iowa driver's or chauffeur's license; officers allowed to live in an adjacent state need a valid license from their state of residence (501 IAC 2.1(3)).
- Disqualifiers
- Felony or crime of moral turpitude, including misdemeanor domestic violence, assault or harassment, stalking, offenses involving a weapon, theft or fraud, perjury, sex crimes or a sex-offender registry requirement, drug delivery, and juvenile adjudication for felony conduct (council may waive under 501 IAC 16.3). Also: addiction to drugs or alcohol; previous decertification in another jurisdiction; any act that is grounds for decertification under 501 IAC ch. 6; opposition to the use of force; failing the vision standard (uncorrected 20/100 or better, corrected to 20/20, color vision) or hearing standard; failing the physician's exam (501 IAC 2.1(4)-(13)).
- Basic academy
- Level I certifying academy: at least 620 hours within 25 weeks. Level II academy: at least 400 hours within 20 weeks, for applicants with a police science/criminal justice degree (501 IAC 3.3, as amended by ARC 0075D, effective 3/25/26). ILEA's own basic academy is 639 hours over 16 weeks (ilea.iowa.gov).

- None required
- Fitness standard
- Required before hire: ILEA physical fitness test of 1-minute push-ups, 1-minute sit-ups and a 1.5-mile run, at the 40th percentile for the applicant's age and sex. For ages 20-29: men 29 push-ups / 38 sit-ups / 12:51 run; women 15 / 32 / 15:26 (501 IAC 2.1(6); ILEA PT Standards, revised 4/2/2022).
- Time to certify
- Within 1 year of employment, or 1 year of taking office for sheriffs. The council may extend this by up to 180 days for undue hardship, and the deadline is automatically extended up to 180 days if the officer is enrolled in an academy within 12 months. An officer who misses it cannot serve for at least 12 months (501 IAC 3.1(1), (3)-(6); Iowa Code 80B.17).
- Officers from other states
- Officers certified in another state use Certification Through Examination (CTE). Before hire they file a preliminary application under oath, which is denied for prior revocation, a felony, or discharge for serious misconduct (Iowa Code 80B.11F). They must meet all 501 IAC 2.1 hiring standards and have completed a basic academy of at least 400 hours in the other state. They also need an 80% handgun qualification and an ILEECP emergency-care card, and must apply within 120 days of hire. Exams: officers with 5+ years of experience take a short test focused on Iowa law; those with fewer than 5 years take a comprehensive test. There are two attempts, and failing an area twice requires academy training in it. An approved reciprocity applicant also completes an in-person skills week at ILEA (501 IAC 3.8-3.9). Anyone out of law enforcement for 12+ months must attend a certifying academy (501 IAC 3.8(7)).
- Continuing training
- At least 12 hours a year of general law-enforcement in-service training, plus mandated topics. Annual: bloodborne pathogens, hazard communication, mental health, firearms qualification, NCIC, de-escalation. Every 2 years: CPR. Every 3 years: mandatory child and dependent-adult abuse reporting, and hazardous materials (501 IAC ch. 8; ILEA Annual In-Service page).
No separate state certification exam is named for academy graduates; the academy curricula include examinations. The required pre-employment tests are the Stanard National Police Officer Selection Test (at least 70% on each of 4 sections, valid 1 year) and the MMPI-2, valid 12 months (501 IAC 2.2). Iowa-certified officers moving between Iowa agencies are exempt from these tests unless their break in service exceeds 180 days. Elected or appointed sheriffs may skip the PT requirement and receive a sheriff-only certification (501 IAC 3.1(2)). Jailers, reserve officers and telecommunicators have separate standards. Chapter 2 (printed IAC 2/5/25) is due for re-promulgation under Iowa's Red Tape Review (rescission date 1/1/28).
